What is the purpose of this role?

To deliver Group HR strategy and provide professional HR guidance and support, by leading the Centres of Excellence. Supports the Executive and business managers in making decisions through the provision of HR expertise.

What makes this role unique?

You will oversee the specialist HR functions including talent, resourcing, L&D, reward, diversity and inclusion, systems and policy, as well as the business partnering function to Amey group functions.

What will this role involve?

  • Work closely with the Group HR & Communications Director, to shape and develop the Group HR initiatives, policies and processes.
  • Actively participate in the overall leadership and strategy of the Division / Company as a member of the Management Team, using expertise to introduce mechanisms, policies and practices relating to HR issues.
  • Act as a thought-partner to the GHR&CD / Managing Director and work closely with the Executive / Business Unit Management Team to develop and deliver strategic/ operational goals.
  • Responsible for implementing the key people plan, metrics and improvement plans relating to talent and resourcing,engagement and well-being, performance improvement and organisational effectiveness.
Finance/ Operations:
  • Create, develop and implement Company/ Business Unit HR plans/ budgets based on Amey objectives and plans (feeding into Company budgeting process).
  • Provide expertise for use in bids focusing on the HR winning bid proposition
  • Monitor pension position of potential TUPEs and provide advice to bid team on integrating these considerations with the pricing of the bid.
  • Determine TUPE requirements (mobilisation) and for large scale leavers / joiners only (e.g., TUPE transfer out), manage and support the overall process.
  • Accountable for effective internal communication and high employee engagement levels across Company/Business Unit
  • Championing effective Performance Management within the Company / Business Unit, provide guidance and advice to Executive
  • Act as a point of escalation for issues that cannot be resolved by the wider HR team, including disciplinary, grievance and dismissal processes alongside operational management.
  • MI/reporting: responsible for producing or using data and MI to monitor trends and initiate action to address issues
  • Salary and benefits: Oversee annual pay awards and collective bargaining and ensure equitable reward versus performance
  • Drive efficiency, effectiveness and best practice within HR.
People/ organisation:
  • Lead cross functional groups both within Business Unit and across Amey
  • Liaise with cross-divisional HR teams, where appropriate
  • Lead and manage the Divisional HR team or Centres of Excellence - Support and reflect the Amey culture across the business
  • Organisational design/talent management: accountable for the organisational design integrity of the company /business area according to the Amey OD principles
  • Continually ensure strong succession plans are in place, and development plans are in place and put into action.

What are we looking for?


  • Ability to deliver tangible, bottom line results showing strong business / commercial acumen within a significant business unit
  • Proven ability to lead, develop and inspire a significant team within a business
  • May currently be an Operational HR Director or leading a specialist functional area
  • Should have experience in all the following areas:
  • Operational HR Business experience outside of HR Leadership
  • Direct Trades Unions and Employee Relations experience
  • Reward / Talent management
  • HR Information systems
  • Shared services
  • Proven track record of delivering and implementing in a large corporate environment
  • Track record of promoting continuous improvement.
  • Professional qualification in the field of Human Resource Management
  • In-depth understanding of industry and market
  • HR expert, with proven, demonstrable experience in senior HR role(s)
  • In-depth and pragmatic knowledge and understanding of policies and processes.
